A speech delay is when a young child (usually under age 3) has trouble physically producing the sounds needed to speak. Speech delays are often incorrectly confused with language delays as they both result in children falling behind on their communication milestones.
However, children with language delays are able to produce sounds in age-expected way but have trouble developing vocabulary or combining words. They can also have trouble following directions or understanding what is being said.
Children can have both speech and language at the same time. A comprehensive speech-language evaluation can help determine the specific kind of difficulty the child has, however, it may be difficult to tease this out until a child has a certain quantity of words.
